That gap is exactly the point here: Beijing wants to calm workers who are frightened that AI will take their jobs, while doing nothing to slow the AI push that frightens them.

The social safety net

The sting in this article's tail is arithmetic, not sentiment. When a machine does a job, no wages are paid for that job — and no wages means no contributions flowing into the fund that supports people who are out of work. That is precisely what Zheng Gongcheng, who heads China's social-security association, told the legislature: the more that AI and robots replace workers, the fewer wage-earners are left paying in. It is also why he suggested a new tax on robot-enabled productivity gains, and why another economist floated taxing the "excess profits" of AI firms. If the machines earn the money, somebody has to route some of it to the people the machines replaced.

What they are all arguing about is the social safety net — the economics-and-public-policy term for the government programmes that catch a person when work stops. The usual pieces are unemployment insurance (a payment for some months after you lose a job), a pension for old age, and health insurance so that one illness doesn't wipe out a family's savings. The money mostly comes from payroll contributions: a slice taken out of every working person's wages, plus a matching slice paid by their employer, month after month. So the net is not a pot the government fills out of nowhere. It is a pot that people currently working fill for whoever currently isn't — on the understanding that someone will do the same for them one day.

Once you see the plumbing, the geography in this story makes sense. A laid-off lorry driver in Germany lands on months of unemployment payments and keeps his health cover; the article says a Chinese one meets a threadbare net of "meagre social security and minimal health insurance" — and the 320m "flexible workers" in the gig economy, the delivery riders and ride-share drivers, are barely inside it at all, which is why officials worry about "precarity" turning into unrest. Same robots, very different landing.

So whenever you read that some new technology will "cost jobs," ask the second question the headline number never answers: what actually happens to that person on the day the job ends, and who is paying for it?

Levels of driving automation

Two lorries in this article would look identical from the roadside, and they are legally worlds apart. Jia Cunqi's drives itself for hours of motorway, yet China's rules make him sit there with his hands touching the wheel. JD.com's lorry on that 31km route outside Beijing is allowed to run with nobody's hands on the wheel — but only while a safety driver sits on board. Neither one is "driverless," and the difference between them is not a detail.

Engineers sort this out with a ladder of automation levels: the best-known version is a six-rung scale, 0 to 5, published by the engineering body SAE International, and regulators now write their rules against it. Every rung answers one question — who must be watching the road? On the low rungs the software holds the lane and keeps its distance from the vehicle ahead, while a human watches continuously and remains responsible for everything; that is Mr Jia's lorry, and it is also the adaptive cruise control in an ordinary family car. In the middle, the vehicle handles the whole driving task, but only inside a narrowly drawn situation — one mapped motorway, one fenced route, decent weather — and a human has to stay available to take over, which is the JD pilot and its safety driver. Only near the top of the ladder is nobody inside expected to intervene, and the maker carries the responsibility: a robotaxi whose passenger is asleep.

The gap between rungs is not really about steering. It is about the rare, awkward event, and Mr Jia lists them himself: a flat tyre, a leaky air pipe, a sudden engine death, a crash to navigate around. Software that handles an empty motorway perfectly can still fail at a lane closed off by cones where a police officer is waving traffic through by hand — and that is the distance between hands-on-the-wheel and no human at all. It is also why Mr Jia reckons he will be retired before his lorry is truly driverless.

So when a company announces a "self-driving" vehicle, the useful question is never whether it drove itself. It is the pair of questions the levels exist to pin down: in which situations, and who is on the hook when it goes wrong?
